Dr. Harvey Seim is a Professor of Marine Science at the University of North Carolina at Chapel Hill (UNC-CH). He specializes in the physical oceanography of coastal and estuarine environments. Over the last decade Dr. Seim has promoted the design and implementation of coastal ocean observing systems, serving as lead principal investigator of the NOPP-funded South Atlantic Bight Synoptic Ocean Observing Network in the late 1990s, as lead principal investigator and chief operating officer of the Southeast Atlantic Coastal Ocean Observing System 2001-2008, and as a member of the Board of the Southeast Coastal Ocean Observations Regional Associations since its incorporation as a non-profit in 2007, serving as chair of the Board 2010-2011.
In 2008-2009 Dr. Seim co-led a study of the feasibility of offshore wind energy by UNC-CH for the state of North Carolina. The report provides the basis for an initial marine spatial plan for offshore wind energy for North Carolina. A small follow-on study examined differential costs associated with foundation and power interconnection at the lease block sites identified in the feasibility study. Dr. Seim served as the lead for UNC-CH involvement in a pilot project to install up to 3 wind turbines in NC state waters by Duke Energy. The project progressed far into the permitting process but was terminated in August 2010 due to concerns over total costs. He is presently supported to refine wind resource assessment off NC by the NC State Energy Office and Progress Energy.
Dr. Seim received his Ph.D. from the University of Washington in 1993, was an institutional postdoctoral scholar at the Woods Hole Oceanographic Institution 1994-1995, and was a faculty member at the Skidaway Institute of Oceanography 1995-2000 before taking a position at the University of North Carolina at Chapel Hill in 2000. He has authored or co-authored more than 50 peer-reviewed publications.
